Our History

Pasadena Management Association (PMA) is the bargaining unit for 550 City of Pasadena management employees, representing Top, Middle, and Professional managers. This includes employees from a diverse breadth of departments including City Attorney, City Manager, Information Technology, Finance, Housing, Public Health, Public Works, Library, Planning & Community Development, PRCS, Transportation, Rent Stabilization, and Water & Power. Executive, confidential, and sworn (Fire & Police only) management are not represented.

PMA existed as a social organization until 1994, when it became necessary to organize as a labor unit in order to protect our salaries, working conditions, benefits, and rights. PMA is an independent bargaining unit, not affiliated with any other bargaining association on the local, state, or national level.

PMA is governed by an elected Board of Directors with eight members, who receive input from a variety of committees, as well as individual members. The committees carry out functions such as membership and community engagement, negotiations, political action, communications, and other activities.

As outlined in its bylaws, PMA is guided by the four objectives outlined below:

  • To promote the principles of sound management;
  • To build and maintain a continuing relationship between the City and its management personnel;
  • To represent its membership in collective bargaining with the City on all matters relating to employment conditions and employer-employee relations; and
  • To support the local community and economy through outreach, partnerships, and in kind.

Committees

The Bylaws Committee performs a periodic review of the Association bylaws to make sure they are up-to-date, and reflect any recent changes necessitated by law, or other edict. Amendments are recommended to the Board for approval, then presented to the Active Members for a ratification vote. The current bylaws were last amended in June 2021.

MEMBERS: Dan Augustyn | Dolores McConnell | Gabe Norris | Chinua Obaze

The Communications Committee plans and coordinates all member messaging including emails and maintenance of the PMA website, which entails updating Board and committee assignments, uploading current Board agendas and approved minutes, and uploading photos from community engagement events or photo opportunities. This committee is the lead in developing annual branding efforts for the Association, which have included various PMA swag for Active members. This committee also explores other ways to market and inform the membership on subjects important to them including the debut of the PMA Newsletter, Member Matters, in December 2025.

MEMBERS: Dan Augustyn (Chair) | Berandette Carpio | Lori Chu | Ernesto Covarrubias | Dolores McConnell

In accordance with Article VIII, Sections 4 and 5, of the PMA Bylaws, the Grievance Committee has complete and independent authority to pursue the resolution of grievances for Active members.

MEMBERS: Sharon Moody (Chair) | Pam Burton | Dolores McConnell | Gabe Norris | Cynthia Ramos

In accordance with Article VIII of the PMA Bylaws, the Negotiation Committee represents the membership at the bargaining table along with retained counsel for the purposes of negotiating a successor Memorandum of Understanding (MOU) to present to the membership for ratification per Article V, Section 1B. This committee also conducts a Pre-Negotiation Survey for Active members prior to entering formal negotiations to use as a guide in determining what items are of importance in the next MOU and how those should be prioritized. Member interests are pursued and represented sufficiently at the bargaining table.

MEMBERS: TBD | Formed about a year prior to MOU expiring

In accordance with Article VII of the PMA Bylaws, the Nominating Committee shall present to the membership, at a time no later than two weeks prior to the Annual Meeting, the names of at least one candidate for each of the offices up for reelection each year. Additional nominations may be made at the Nominations Meeting per Article V, Section 1A, by any Active member, and those must be accepted by the nominees. Once the ballot is finalized, this committee sends the ballots electronically to the Active Members for voting, tabulates the results, and reports those results to the Secretary, where they are announced at the Annual Meeting.

MEMBERS: The committee is to be determined annually in October and is open to Active members who do not intend to run for any open Board position in the election.

The Political Action Committee (PAC) is the primary liaison to City Council, and its purpose is to provide advocacy on behalf of PMA by building and maintaining strong relationships with Pasadena City Councilmembers, their staff, and in turn, their constituencies. This committee is guided by an annual work plan, which is jointly formed with the Board.

MEMBERS: Pam Burton (Chair) | Rochelle Branch | Mike Chiasson | Kenny James | James Jackson

The Social & Community Engagement Committee plans and coordinates all logistics required for Association gatherings including quarterly membership meetings, nominations meeting, mixers, lunch and learn sessions, and the Annual Meeting (holiday party). They also explore ways to engage the Pasadena community through sponsorship of local events, such as the Black History Parade & Festival, Latino Heritage Parade, Egg Bowl, Memorial Day, and Veterans Day, among others. Part of that effort also involves recruiting member volunteers and overseeing PMA branding efforts at these events, such as banners and PMA gear for volunteers to wear and promote the Association.
